Tolls, tax and other fines

Lisbon Metro and Carris ticket fines: navegante passes and validation

A loaded pass, single ticket and contactless payment leave different records. If you receive a Metro or Carris notice, identify what you used and what transaction the inspector could verify.

What to check in your case

On Lisbon Metro use the same contactless device or card to enter and leave. A phone and its linked physical card can produce different records. On Carris, check whether the allegation is having no ticket or failing to validate an active pass. These have different classifications and fine ranges. Initially, file your written defence with the operator that issued the notice within 15 working days. To show a bank charge, provide only the relevant transaction and redact unrelated details.

Documents for your defence

Full notice or decision, front and back, and evidence of the date of service.

  • Notice, station or bus route, direction and time
  • navegante pass top-up or single journey receipt
  • Type of card or device used at each gate, without a full bank card number
